Without a “Just-us” system, he relatives of the aggrieved (dead, raped, assaulted), would track the SOB down and extract whatever revenge THEY thought was ‘just”. These relatives may have had help from other locals (possies, the original)

The community must return to the old American customs, like tar & feathers, (when this was a free & civilized country) and serve out large portions of justice...
Continuing to lay back whimpering with your legs spread will not lead to resolution of the problems...
