The Plan and its concept of New World Order emerged out of Renaissance secret societies, some of them occult and some openly diabolical. It was these societies and later on certain demonized individuals such as Helena Blavatsky and Alice Baily who telepathically received the Plan from evil powers. However, a more direct threat on people by attacking their health is far more effective than some vague climate emergency nobody is seeing any evidence for.
Besides, you can convince people there's a virus and it's deadly when you implement medical protocols that will kill people off and then blame it on the virus.
