Is there an actual law against swatting? (Calling the fire department and reporting false fire is a crime.)
You'd think there would be a law against this? It's dangerous, and it must also be very expensive to have all the people and equipment show up for one of these incidents.
But, as you point out: In our third world corrupt country, with its Soros Marxist DA's, the law is a joke, and doesn't apply to the minions of the left, who are harassing those who dare to express opinions against the communist government, and politicians.

At a national level of resources, such calls can be traced back to their origin in a matter of seconds if the right monitoring equipment is already in place. Frequent targets of the swatters may have such arrangements setup by friendly authorities. You just need the right friends.
But wait! There is more. All such calls are logged and can be traced retroactively for days if not weeks afterwards. It is a little harder in that situation to get the exact point of origin, but swatters believe they are untraceable, so they repeat their activities.
Repetition, and bragging about what they are doing gets them eventually, no matter how clever they are.
If the Government really wants to find swatters, they can find them.

There are. The laws vary quite a bit in different States, but false reporting is illegal in almost every place.

It is attempted murder using police as the unwitting agents of that murder. Police really do not like being played in that fashion. The operational expense is not a factor.
The follow up lawsuits and settlement costs are a delayed problem for municipal and county authorities. But they can always raise the mil levy again. It's for "public safety".
Why would they bother to investigate when swatters use technology that makes it impossible for local police to track them?
They’d just be wasting their time.
There should be some way of tracking this.
And then, prison time for attempted murder. All it takes is for one of the victims to react to an unknown threat and their life is extinguished.
