The only way withdrawing from a treaty is even remotely possible is if the treaty is not adhered to by either party.
Europe wasn’t living up to the terms of the treaty.
Some countries still are not.
The treaty is null and void.

He doesn’t have to withdraw from NATO.

As CINC he can order NATO deployed units to come home and put them on the border.

As CINC he can limit how many NATO personnel are embedded with the US military.

As CINC, he can do all sorts of things that he’ll figure out and Congress will have no idea how to counter.

NATO is an insurance policy for the other members to have the US act as the guarantor of their sovereignty, up to and including nuclear war. Good deal for them, not so much for us. The US taxpayer pays the premium.

But a presidential EO could still block US funding of NATO, stop troop deployment with NATO and end US participation in NATO training exercises.

Yeah, we’re still in NATO we just don’t participate on any meaningful level.
