Here’s my question: no matter where he was born, his mother was an American; doesn’t that make him a natural born citizen? What if my wife and I were living in a foreign country when our children were born. Wouldn’t they still be natural born citizens? Genuine question here.

If you were both US citizens at the time of their births, yes.
If one of you was not a US citizen at the time of their births, no.
All one needs to do is look at the top left corner of the pdf image. The illustration purports the “paper” to be bending, but they forgot to bend the security pattern layer. It looks like Barry tried to do this forgery himself.
