What I expect from GP are headlines that are not backed up in the article. The articles are usually quite informative. This is a good example of it.
Was it at the time though? Quick internet research shows it wasn’t illegal for US citizens until 2002-2003. Unless it was illegal in that jurisdiction, and within the statute of limitations, I don’t know what could be done besides naming and shaming.
