IIRC...it is a FELONY, under federal law, to travel abroad for the purpose of having sex with a minor, even if the sex is legal in the country in which it takes place.

Was it at the time though? Quick internet research shows it wasn’t illegal for US citizens until 2002-2003. Unless it was illegal in that jurisdiction, and within the statute of limitations, I don’t know what could be done besides naming and shaming.

Federal law prohibits an American citizen or resident to travel to a foreign country with intent to engage in any form of sexual conduct with a minor (defined as persons under 18 years of age).
