The science behind doing this, and in particular the genetic manipulations, are pedestrian. Simple enough that a science oriented high school student who had access to the materials necessary could have done it in his/her garage. Which is why the unimpressive Chinese research community was able to do it.
For the record, saying they're unimpressive doesn't mean I don't think they are bright. It means that they have the hampered creativity that comes from being in a controlled top-down society for as long as they have. That said, if we give them the opportunities and time to catch up and pass us, they can - as can others.
