They come out of greed and laziness because they get more from welfare than they do from their own governments or jobs (the majority do- here in the US over 70% go on welfare and gov programs and never get off them). The "aging continent" quip might make some sense if they were only importing Mexicans, Chinese or Indians - people industrious or intelligent enough to actually work, and thus pay into the social pension schemes.
