No wonder they’re always trying to squeeze more money they’ve misappropriated funds
The US Amry is mostly appropriated funding. There is very little discretionary funds to what you want. Line item funding makes this an illegal Agency activity.
Of course the CIA can pay for it.
If the Army proceedes to misutilize funds, the following year’s budget authorization will be cut.
Every Army Inspector General officer and NCO takes mandatory IG Training the budget process. Nearly an entire was devoted to FIPs, PIPs and the 5 year process when I attended.
In fact I am going to file an IF Assistance Request on the legality if thus whole thing.
