If you tried to write a villain who said these things into your dystopian novel, you’d get criticized for creating such a cliche archetype. The critics would claim it’s not realistic. No one is this openly evil.

I remember reading back in early 1960s that Commie Cuba did the same so it could keep a stranglehold on the public. they encouraged the planting of flowers but not food.
