Make the countryside unsafe, in order to help force residents into cities where they are more easily monitored and controlled.
Living just north of border in s BC, we’ve noticed grizzlies are in our local area recently, previously it was all black bears (and lots) in our wilderness surroundings. Those often wander around town in spring and fall. Grizzlies tend to stay out of town (so far) but have been spotted around forested areas nearby. Their natural range is generally further north and east so we figured they were starting to head south, but reading this I wonder if they are now heading north across border zones that are forested.
