IMO, the concept of an EU EU Defense Force was foreseen at the beginning as impossible because none of the countries involved wanted to step up and pay, with money or manpower.
Thus the push to illegally expand NATO far beyond its original charter and boundaries and let the US stupidly take the lead and expense.
