Nice theory, except for two problems. First, this is by Larry Johnson, who is as trustworthy as a three-dollar bill. Second, both the US and Iran warned Russia that a terror attack was coming. Finding and warning about international terror attacks is part the CIA's job. The CIA would have involvement in warning Russia about the Crocus Center attack.

Whether you believe the current Russian charges or not, the Russians know their history.
See Afghanistan in the 1980’s, when the Russians were trying to maintain a presence there and the CIA was supporting the Mujahedeen, including Al-Qaeda and Osama bin Laden.
Or Syria during the Obama Administration when the CIA was funneling weapons to Al Nusra and other Islamist groups in order to try to topple Assad.
So, despite disclaimers from the US, the Russian charges are not all that incredible.
