Why doesn't someone just sell them the lubricant directly. Are the condoms available because of some liberal program?

The National AIDS Control Project was the first project in India to develop a national public health program in HIV/AIDS prevention and control, and was implemented between 1992 and 1999.

The project was estimated at US $ 99.6 million at the time of appraisal, and was to be financed by a Government of India contribution of US $ 14.1 million, an IDA credit of US $ 84.0 million (SDR 59.8 million equivalent) and a WHO co-financing grant of US $ 1.5 million. The final disbursement took place on September 7, 1999, at which time SDR 59.8 million (US $ 84.2 million equivalent), the original principal amount of the Credit was fully disbursed, US $ 2.2 million of WHO grants was utilized, and the GOI cpntribution came to US $ 27.5 million, an increase of US $ 13.4 million over the original plan.

I bet there is, and someone gets money/promotions/etc depending on how many of these are 'used', or the price is maintained so low through goverment programs that the condoms are cheaper than gloves or lub by themselves.

Reminds me of how in the Azores, the EU had huge price supports to the little dairy farmers, and Portugal made sure milk sold at rock-bottom prices. The result? Milk in the stores was cheaper than what the pasteurizing plants paid the dairies. Farmers would buy cases of milk, pour it into their holding tanks, and sell it as raw for a few pennies a liter profit.

Exactly people sell lubricants to them but condoms are available for free. In government hospitals in India either condoms are sold for free or are heavily subsidized so that prevention of AIDS is possible but you can always trusts Indians to come up with idea that baffles the world but work's wonder for them(or they think so).
