Well spotted! No, from other sources I'm pretty sure the photo is from 1943.
About the POW. Yes, the Allies handed back a lot of Yugolsav POW to the advancing partisans. A huge massacre followed. But not all were repatriated. Some ended up in POW and DP camps in Italy.
