Since the first emperor or Rome (Augustus) until the fall of the empire in 476 AD there have been more than 100 emperors. It shouldn't be too hard to match the good and the bad witht he good and the bad presidents...

Presidents aren’t emporers. Plus you’ve got two there in your list who haven’t even been president.
If I had to pick though I would say Cincinnatus as Abraham Lincoln (combined with aspects of Jefferson Davis). Figure that one out!

I wouldn’t compare GW Bush with Tiberius. Tiberius was known for his love of orgies. GWB seems a very decent family man.
I would say GWB is more like Claudius maybe? A stutterer, not well loved but in reality not a bad Emperor.

Lincoln=Justinian
Justinian reunited the western empire to the east.
Diocletian established massive bureaucracy in Rome and established economic restraints parellel to FDR’s NRA program.

I wouldnt compare GW Bush with Tiberius. Tiberius was known for his love of orgies. GWB seems a very decent family man.Okay perhaps Claudius then...but I say that W is still Commodus. Commodus, a failed emperor, once fancied himself a gladiator and actually went into the coliseum as one as a publicity stunt to curry favor with Romans. And I keep recalling "W" in a military flight suit on the USS Abraham Lincoln under "Mission Accomplished" when other presidents would have donned a suit and tie and rode to the carrier on a helicopter to visit the troops (Sailors).

Actually Domitian was somewhat worse than Nero. He taxed the Romans heavily, was continually paranoid about his position, curried favor with unsavory pals, had a very unpopular wife, and nearly drove the empire into the ground with failed, grandiose plans. But, according to historians, he was a gifted orator.
