There are 16 teams, and I have two openings. Please post or freepmail me if you have any interest.

LEAGUE CHAMP PRIZE: $200.

SECOND PRIZE: $75.

DRAFT TYPE: Combination Extended Live Snake Draft and Formal Live Snake Draft.

2008 DRAFT: The Extended Live Draft portion of the draft will start TBA, 2009 at TBA EST. The Extended Draft will be without time limits and will continue until the Formal Live Draft on TBA, 2009 at 8:00 p.m. EST. The Formal Live Draft will have a limit of 90 seconds per pick for any remaining picks.

We will be using the CBS Draft Room to conduct the Draft. The Draft will be 22 rounds. For those teams that currently have their 6 major leaguers and 2 minor leaguers that means they will be entitled to pick 18 major leaguers and 3 minor leaguers. All team owners should be prepared to pick up players that qualify for minor league status to fill their minor league spots. (See below for qualifications for minor leaguers)

Each team will be required to maintain the overall roster limits of 25 major league players and 5 minor league players at all times, including the draft. Thus, teams that reach their maximum roster limits prior to the end of 22 rounds must forfeit any remaining picks. Teams may also trade any extra draft picks to another team.

The draft order will be determined by end of regular season records from the 2008 season for non-playoff teams, followed by end of entire season records for playoff teams (including games played in the playoffs), with tie breakers to be based on points scored. Worst team record picks first and so on. The championship winning team will select last.

After the first round, the draft order will snake with the team with the championship team selecting first and in order down to the team with the worst record. Therefore, every odd round will start with the worst team, and every even round will start with the championship team.

Try and make sure you setup your draft robot/queue in the event you are away from PC access starting on that day. ***You are not allowed to exceed your salary cap limit during the draft.***

LEAGUE TYPE: Dynasty Keeper League. For 2009, each team is allowed 6 MLB keeper players per season + 2 minors. All released players will go back into the free agent pool for the following season's draft. Owners will need to submit the names of their 6 major league (plus 2 minors) players to me via e-mail (cduran@ddmattorneys.com) no later than December 31, 2008. *** If 6 MLB keeper names list is not received by December 31, 2007 at 11:59 p.m., there will be a -10% salary cap penalty assessed to that team for the 2008 season. And I will force players off non compliant teams. No exceptions.

All non-keeper players' salaries will be adjusted to reflect real MLB salaries and will be adjusted right up through February 15th, 2009. Any player whose salary changes after February 15th, 2009 will not be adjusted until the following season. Any MLB players making under $1.2 million will be set to the league minimum default salary of $550,000.

After Season 3 is concluded (that would be the end of the 2008 Season) - You will only be allowed to keep 6 MLB players + 2 Minors for that years cycle. The rest go back into Free Agent pool for a new draft. Then we will start a new 3 year cycle (term).

PLAYER RIGHTS LIMITS: Each player on a team's active 25-man roster are given a 3-year contract. Any player that has been in a fantasy team's active roster for any length of time during a season and is kept, will be considered to have 1 year of service on his 3 year contract, unless he is still a "qualified minor leaguer". (See QUALIFIED MINOR LEAGUER rule.)

During the 3-year contract period, each player's salary will remain frozen until they are either dropped or upon the start of his 4th season. At the start of the 4th season, each player's salary will be adjusted to the current average salary for the real player.

The player's contract status will be indicated by the Contract area of each player's card and each team's lineup page. "1" indicates the first year of the contract; "2" is the second year; and "3" is the third year.

Players who are traded in the middle of their contracts to another team will continue with the same contract until it expires at the end of the 3rd year. Players who are picked up as free agents or are drafted start a new 3 year contract with their new teams.

[WARNING: No team will be permitted to drop a player and then make a waiver claim of the same player. On the other hand, if a player is dropped, goes through waivers and is not claimed, he becomes a free agent that any team is free to sign at a Contract 1 Year.]

Minor leaguers will start a 3 year contract upon being activated to the fantasy team's major league roster. A player who still qualifies as a "qualified minor leaguer" will not begin a 3 year contract until actually activated to the fantasy team's major league level. A "minor league keeper" who is not a "qualified minor leaguer" will not begin a 3 year contract until activated to the fantasy team's major league level, unless he has already started 1 year of service on the same team's active roster. (See QUALIFIED MINOR LEAGUER and MINOR LEAGUE KEEPER rules.)

2009 SALARY CAP: $120 million per team. (Likely to remain the same, but I will make final decision and announcement by no later than January 10, 2009.)

PLAYER SALARIES: Player salaries are determined the following way: Total guaranteed contract value / years. Example: A 5 year $40 contract will be = to $8 per year. Option years will not be considered unless the player is about to enter a season with an option. In that case, an option year will be considered a one year contract and the value will be based upon that one year.

LEAGUE STRUCTURE: There will be four divisions. North Eastern Division / North Western Division / South Eastern / South Western. Each division will have 4 teams.

ACTIVE POSITIONS: C, 1B, 2B, 3B, SS, OF, OF, OF, DH, SP, SP, SP, RP, RP, RP.

Roster Limits = Maximum # player types allowed to each team:

C: 3 1B: 3 2B: 3 3B: 3 SS: 3 OF: 7 DH: 3 SP: 6 RP: 6

ILLEGAL ROSTERS: Illegal rosters will score zero points in standings. Make sure you roster is always legal.

ERRORS: Occasionally, The Commissioner may make an error. It is the sole responsibility of the Fantasy Baseball participant to inform The Commissioner within 2 days of the end of the weekly scoring Period in which the error occurred. All effort will be made to correct the error, however, the decision of The Commissioner is final.

PITCHER STREAMING RULE: No pitcher streaming (picking up a pitcher after the weekly deadline for use the same week) will be permitted. The Deadline for adding and activating a newly added Free Agent pitcher to your roster will be Mondays 12:00 p.m. NOON EST. Any pitcher added from the Free Agent list after that time will not be eligible for that weekly scoring period and must remain in a reserve slot.

No pitcher that is left off your roster at the beginning of the weekly scoring period can be used during that week. (Weekly scoring periods start on Mondays and run thru Sunday night). This rule applies to all pitchers - RP and SP.

PITCHER STREAMING PENALTY: Teams that violate the rule once prior to the All Star Break will be penalized by having the OFFENDING PITCHER SCORE ZERO POINTS for the time used. ***Teams that violate the rule for SECOND AND SUCCEEDING TIMES prior to the All Star Break will be penalized by having the ENTIRE TEAM SCORE ZERO POINTS FOR EVERY DAY there is an ineligible pitcher active. ***

The same rule stated above will apply for the period Post All Star Break. ***That is, teams will be given a penalty of ZERO POINTS TO THE OFFENDING PITCHER THE FIRST TIME. If there is any SECOND AND SUCCENDING OFFENSES, the ENTIRE TEAM WILL SCORE ZERO POINTS FOR EVERY DAY there is an ineligible pitcher active.***

EXCEPTIONS: 1. This rule does NOT apply to hitters.

2. This rule does NOT apply to pitchers acquired through a trade.

3. If you lose an SP or RP to the DL, you are allowed to pickup a corresponding replacement SP or RP. The replacement for an RP, must be an RP to be eligible for the week's period under this exception. The replacement for an SP must be an SP to be eligible for the week's period under this exception. The injured pitcher must be showing on "Injured" in CBS, before you are allowed to replace him. Only during the same week that CBS designates the pitcher as "Injured" can a pitcher be replaced under this rule. At that point you can move the pitcher to the DL slot or drop them. The replacement pitcher will be permitted to start during that current week.

4. If you lose a SP or RP because they were dropped down to the minors, you are allowed to pickup a replacement SP or RP. The demoted pitcher must be showing as a Minor M in CBS. Only during the same week that CBS designates the pitcher as "Minor" can a pitcher be replaced under this rule. At that point you can move the pitcher to the Minor slot or drop them. The replacement pitcher will be permitted to start during that current week.

Remember you can still move pitchers in and out of active slots during the week as long as they were on your roster before the Monday 12:00 noon EST deadline. I will be monitoring Adds as I am sure you all will be. As long as everyone handles this rule honorably we really should have no problems.

NOTE: ANYONE WHO VIOLATES THE PITCHER RULE 5 TIMES DURING THE CURRENT SEASON WILL BE REMOVED FROM THE LEAGUE, NO REFUND WILL BE GIVEN, AND A NEW OWNER WILL BE FOUND TO TAKE OVER YOUR TEAM. This is to impress upon you that you must be very careful to not violate this rule.

PLAYERS: 15 Active player positions, up to 10 Reserves, 5 Minors. Total roster size of 25 players + 3 DL spots + 5 Minors spots = 33 potential total players per team. If you choose to have less than 10 reserves then that is your choice to make.

PLAYER ELIGIBILITY: Hitters are eligible at the position listed in the database, plus positions they've played 20 games last year or 10 games this year. Everyone is eligible at DH position. Pitchers are eligible to be SP if they have 5 starts this year or last year. Pitchers are eligible to be RPs if they have appeared as an RP 10 games this year or last year.

LINEUPS: Lineups are to be set daily.

TRADE DEADLINE: Trade deadline will be August 10, 2008. I will also allow offseason trades to be made.

TRADES: This is a free wheeling, free market, free trade league. It is assumed that owners who are members of this league are sophisticated, knowledgeable, and intelligent.

All league-related transactions will be executed with the intent of improving the owner's team and/or its standing within the league. An owner can choose to improve his team either for the current season or in subsequent seasons, depending on his management plan. Since this is a dynasty keeper league, it is expected that some teams will be setting their teams up for a championship run in the current season and some teams will be building themselves for the future. Either philosophy will be considered appropriate, as long as the team legitimately intends to improve itself now or in the future.

No owner may drop or "dump" players from their team for any reason other than improving their own team and/or its standing within the league. However, "dumping" does not occur merely because a team trades established players now, so that it can be stronger in subsequent seasons. Again, all that is required is that a team seek to improve itself either now or in the future. The fact that a non-contender makes a trade that could potentially diminish another playoff team's championship hopes does not make the trade illegitimate. "Dumping" only occurs if a team trades away valuable players for disproportionately unequal value to the point where it appears the trade could be considered collusion.

No owner will engage in any action that may be deemed to be collusive (two or more owners agreeing to make moves that benefit one team, but not the other).

That being said, any owner who believes that a proposed trade is unfair may object to the trade. As noted above, 5 teams must object to the trade in order for the trade to reviewed by the Commissioner. However, unless the requisite number of vetoes brings it to the Commissioner for decision, the Commissioner will have no public comment on any individual trade.

It is recommended that owners use this power with the utmost discretion and restraint. The veto privilege should not be used as an unsportsmanlike way of keeping teams from improving or to give your team a better chance in the playoffs. Your chances in the playoffs have nothing to do with the fairness of the trade. Keep in mind that you may wish to have your trade approved at some point during the season or offseason.

After receiving 5 or more objections, the Commissioner will have discretion, in the best interests of the league, to decide whether the trade should be approved or invalidated. Unless the trade appears to be CLEARLY one-sided, inequitable, or collusive, the Commissioner will approve the trade. In using this standard for a decision, due consideration will be made of each team's overall depth, needs, and scarcity of positions traded. The fact that any team's chances for the playoffs may be diminished due to the trade will have NO FACTOR in the Commissioner's decision.

NOTE: Teams will NOT be allowed to make trades if their team is over the salary cap limit or over the player limit. This will deter teams from going out and picking up free agent players, going over the cap limits, and then proposing trades to other owners to manipulate the system to their own advantage.

ROSTERS: Daily roster moves allowed.

WEEKLY WAIVER TRANSACTION LIMIT: Maximum 3 Waiver Transactions per week.

PLAYER POOL: AL and NL Players.

DISABLED LIST: Only players who are on the disabled list may be placed into injured status. During the period of January 2, 2009 to the day before the regular season, the Commissioner will place players on the Injured list, if there is a clear indication that a player will be placed on the DL by his real MLB team. However, after the regular season starts, the Commissioner will NOT place players onto the DL. Owners must wait until CBS designates the player as "Injured" before placing him on their own fantasy injured list.

QUALIFIED MINOR LEAGUERS: Only players that qualify for the Fantasy Minor Leagues may be placed into Minors status.

During the Pre Season (after January 1 and one day prior to the 1st game of the regular season), there are only four criteria that will allow a player to be placed into minor league status by the Commissioner.

1. The player is actually designated in the real MLB team's minor leagues.

2. The player is designated "M" (minor leaguer) by CBS.

3. The player has had less than 150 at bats as a hitter or pitched less than 50 innings as a pitcher in his career in the real MLB.

4. The player has been announced that he is being designated for assignment to the minor leagues, even if that player has not yet been designated as such by CBS.

After the start of the Regular Season, the Commissioner will no longer place any players in a fantasy team's minor leagues. The sole criteria that will allow a team to place a player in their fantasy minor league team during the Regular Season will be if CBS designates the player as "M".

After a player has been placed in a fantasy team's minor leagues, the team, at its own option, may choose to leave that player in its minor leagues for the remainder of the season, EVEN IF the real player has been promoted to the real big leagues. NOTE: However, trades of players in a fantasy team's minor league will not remain in the minor leagues for the acquiring team, unless the player is still in the MLB minor leagues.

MINOR LEAGUE KEEPERS: All fantasy owners who have players left in their own fantasy team's minor league systems, players designated as "M"s by CBS, or players otherwise qualified as Minor Leaguers based upon Minor Leaguer Rule No. 3 above, will be eligible for minor league keeper status on January 1, 2009.

Players that were left in each fantasy team's minor league systems, regardless of whether the real life players have moved onto the majors FOR THE PURPOSE OF LISTING 2 KEEPERS ON JANUARY 1, 2009. After January 1, 2009, those players so designated as keepers will have their "Active" or "Minors" status determined by the above league rules for purposes of the 2009 draft.

Thus, it is possible to have a player designated as a player designated as a minor leaguer for KEEPER PURPOSES, but then have his status changed to a major leaguer for maximum player limit purposes before the draft. This will need to be another consideration when you decide which minor leaguers to keep.

FREE AGENTS: Add/drops are handled by a 1 day waiver process. Dropped players remain on waivers for at least 1 day(s).

ADD / DROP RESTRICTIONS: During the playoffs, all teams will be allowed to pick up players left in the free agent pool as of the first playoff Monday at 12:00 p.m. EST deadline. The deadline for waiver claims from last minute drops will be Monday before 12 p.m.

Any players that are on waivers at the time of the 12:00 p.m. EST deadline and any other players that were not in the free agent pool as of that deadline will not be allowed to be added during the playoff period. There will also not be any waiver claims during this period.

Once the playoffs are completed, Add / Drops will then be reinstated on 10/1/2008 at 8:00 a.m. EST and continue through 12/23/2008. Add / Drops will then also be restricted from 12/24/2008 until after the Draft is completed sometime in early to mid March 2009. NOTE: Trades will be allowed throughout the offseason right up until a couple days before the draft.

INTERNATIONAL PLAYER RULE (aka "Dice K Rule"): Any time there is a new international player that is listed on CBS, the Commissioner will post the player's name on the message board and give information about acquiring him. Thereafter, all teams will have the right to make a waiver claim for 3 days for the player, and the team with the highest waiver rank that has made a claim, will have the rights to the player.

If the player does not currently have a contract (and will show up as the minimum .55), his salary will be adjusted to the average salary (as with all other players), once he signs a contract.

The Commissioner will not be putting any such players up for waivers that are not listed. If they are listed, and any owner notices that the Commissioner hasn't put them up on waivers, please notify him, and the Commssioner will do so.

PLAYOFFS: Playoffs will consist of 8 teams playing for the championship: 4 teams from the Eastern Divisions and 4 teams from the Western Divisions. Each Division winner in each conference will make the playoffs as the #1 seed and #2 seed (best record / most points if tied). The wildcard teams will be the teams with the next best overall records (best record / most points if tied) in the conference and will qualify as the #3 and #4 seeds.

PLAYOFF BRACKETS: ------------------------------------->

WEEK 23 >EASTERN CONFERENCE #1 Seed (Division Winner) plays the #4 Seed / and the #2 seed (Division Winner) plays the #3 seed. >WESTERN CONFERENCE #1 Seed (Division Winner) plays the #4 Seed / and the #2 seed (Division Winner) plays the #3 seed.

WEEK 24 >The 2 remaining EASTERN winners play for the EASTERN Conference Championship. >The 2 remaining WESTERN winners play for the WESTERN Conference Championship.

WEEK 25 >EASTERN Conference winner vs WESTERN Conference winner for League Championship.

PLAYOFF BRACKETS: ------------------------------------->

COMMISIONERS NOTE: Fair Play & Sportsmanship

Even though fantasy games are meant to be a competitive experience for all involved, it is important that our owners not lose sight of the rules of fair play and good sportsmanship. To this end, each Fantasy team owner agrees that, by joining the game, they will abide by the following regulations:

1. All league-related transactions will be executed with the intent of improving the owner's team and/or it's standing within the league.

2. No owner may drop or "dump" players from their team for any reason other than improving their own team and/or it's standing within the league.

3. No owner will engage in any action that may be deemed to be collusive (two or more owners agreeing to make moves that benefit one team, but not the other).

4. No owner will make any roster moves (including waiver claims, trade proposals, etc.) whose sole purpose is to hamper the play of other owners.

5. No owner will take any action whose purpose is to, in any way; interfere with fair play in a league.

6. Teams' names are not allowed to have any profane names. Keep it clean.

7. If you decide that you want to leave the league at some point, please agree to give me at least 2 weeks notice. This way I can find a suitable replacement owner. If you decide to leave, No refunds will be given after Feb 1st.

8. VERY IMPORTANT: Any complaints or questions should be sent to me at cduran@ddmattorneys.com, not posted to the league Message Board!!!

9. ALSO VERY IMPORTANT: Please do not take your personal feelings of animosity against another owner to the website. If you have a problem with an individual, then try to deal with it on a one to one basis. If it something that you feel needs to be addressed by me, then let me know if you're unable to resolve it yourselves.

However, please keep in mind that, although this is a very competitive league, it should still be fun. One of the reasons this league has been so enjoyable is the camaradarie we share with one another. Don't ruin the league for everybody else by making a lot of negative comments on the website for everybody else to see.

Remember, I am the commissioner, this is not a democratic style league... it is run by a compassionate, always listening, caring individual.

Break these rules and you will risk having your team locked and or your ownership transferred to a new owner. The Commissioner also reserves the right, in the best interests of the league, to make decisions regarding ownership revocation or selection that are deemed necessary for the league's integrity and competitive balance.

Feel free to email me anytime with questions. email to: cduran@ddmattorneys.com.

ENTRY FEE: $35.00 / 2009 Season League Entry Fee due date: You must have your league entry fee for the 2009 season to me no later than October 31st, 2008. Otherwise your team will be locked and sold to a new owner.

That’s how our regular freeper league does it. Its fun. I limit my fantasy playing for $$$ to one f’ball league, though, so that is where I got lost. Not too mention getting lost around paragraph 18 of the rules....
