In our town, you have to call 911 for everything. They don’t even have a number for the local police. You have to call 911. That's quite common. It could cause problems when cell phones defaulted to their home 911. I always reminded my field crews to confirm emergency procedures when in an unfamiliar area.
And once, when I made a call to local police number for a non-urgent report, I was told to hang up and call 911.
