Roswell rods as these are known as have been fairly well debunked.
It's an artifact produced when a camera takes a photo of a flying insect capturing several wingbeats before the shutter closes.
There are several sites online showing how to produce this phenomenon.

Since the image is obviously taken with a long exposure, the notion that these light rods are flying insects is very likely.
