Hmm... Well that could work if your city is nowhere near the water table, and none of your citizens have anything bigger than a compact car.
Obviously, a subsidized project. Looks to be both costly and a maintenance headache. It’ll be shut down soon after the subsidies run out.
Since there wouldn't be any people around, probably the worst that would happen is that a bunch of people would have to pay deductibles on their car insurance. Maybe more than that because most policies have an "Act of War" clause.
Japan has had tons of that kind of stuff for many years.
I recently saw a brilliantly simple system in one of Tokyo's suburbs that used no more space than 3 small parking spots to store 9 cars.
