The USPS has decided it does not have enough blacks in the Maintenance jobs.
To forward this goal of increasing the number of blacks in the maintenance positions, the TESTING standards have been lowered by a LARGE degree to allow more blacks into the top maintenance positions. No comment.....

What intelligence does it take to sort and deliver mail. Screw the test, just give anyone a job and deliver all my junk mail on time!
One of the cold, hard facts of life at USPS has always been this problem of training maintenance people who run off to get better jobs ~ somewhere else.
Even now postal air conditioning technicians can still get better jobs.
40 years ago they started setting higher and higher standards for getting into postal jobs classified as "maintenance" ~ so they are simply running the deal backwards now.
I had the privilege of torpedoing the old clerk/carrier test back in 1969 by writing up a new test that filtered for factors relevant to walking into what had become a factory and would keep you from killing yourself. Ability to learn schemes was dropped since we had plenty of folks around who could do that, but with LSMs coming on line, we needed guys who knew not to stick their arms into moving machinery.
Most of the critics of this latest USPS policy change owe me, personally, for the fact they have both hands and arms, and they didn't pop their heads off taking a nap on a parcel belt.
It's conceivable "race" plays a part in the management decision, but probably not likely ~ I remember when POD management changed the test standards so that white guys could pass the test in DC where all the candidates were coming up black.

Virtually ALL of the sorting is done by machines these days. So the answer is that there is no intelligence required at all. At the same time they still need folks to fix those machines.

The racism is hiring and promoting people because of the color of their skin. And negroes should be ashamed to have benefited from such racist policies for the past 35 years.

You would be surprised at the high tech mail handling equipment.
This machine will take 300K pieces of mail in an eight hour period and send it to a camera at 4/pieces per second and deliver it to a pocket for delivery within four feet of travel from the camera. Yes the camera/computer reads the hand written addresses.
The mail is carried by rubber belts and many bearings before it hits a pocket, which has an electrical gate to put it in that pocket, of which there are around 200 pockets per machine.
having said all that,, the only people that touch you mail are the pickup folks and the delivery folks.
