I'm sure that's what the people who let their big aggressive dogs run loose say, until the day their dog does bite someone. And it's likely what the people whose dogs knock over the garbage, dig up the neighbor's gardens, poop in the neighbors yard, etc etc etc say. And it's why we end up with all these obnoxious laws.
