All federal laws must be re-debated and re-authorized every 20 years. Bundling laws together for re-authorization is prohibited.

Bingo. Additionally, all laws must emanate from, and be individually passed by, the legislature, and contain the paragraph from COTUS:1:8 that authorizes them.
