Perhaps as a side benefit available by subscription. I doubt many trolls would pony up even a dollar to do as you suggest if it would support efforts at FR. Also—maybe with a membership application/approval process?

Would be interested in this as a paid membership section as there would be as noted above many pitfalls and potential unwanted spamming.
