Thousands of people waited in line to fill out one sheet of paper.

“We have a large number of people; we expected that,” said Zach Thompson, Dallas County Health and Human Services.

People filling out the form are hoping for a Section 8 Voucher which helps pay for rent.

“It means a whole lot. I don’t have to worry about food being so high and stuff,” said Demetria Osbourne.
