Completing the circunavigation gives her a claim on the title, but under the precedent established by Jessica Watson, the actual title depends on her beating the current holder at armwrestling. That's how Jessica took the title from Jesse Martin - It's a Klingon thing.

If you're 14 years old, or even 12 or 13, and you want to sail around the world, climb Mount Everest, join the army or be a pirate, you should be able to do it. In fact, you should be able to do whatever you want- as long as your parents approve and you're willing to go in front of a panel who'll ask if you're a responsible person. If you can say yes, then they gotta let you do whatever you want.
