Well, yes it is. If they had their own scouting organization the boys would be those whose parents were happy with their boys being sodomized by the scout leaders. The boys would almost certainly already be 'used' a lot and the gays would not get nearly as much fun from such types. In particular, a key ingredient of their fun is the despoliation of a young boy.
