I don't know about this guy, but in 1963 I actually worked with a gentleman that honestly had this problem. It was confirmed to be a medical problem, and he wasn't terribly offensive, always indicating regret with a "sorry" or "pardon", and he gave as much distance as conditions would allow.
Otherwise, he was completely normal, married, kids and all.
