Just imagine what all is being sent to who knows whom about Jo and Johanna Citizen. I know nothing is private anymore but where in the IRS regulations book does it say they can send information to XYZ Organization or to anywhere?

It’s called a criminal act ~ a violation of confidentiality.
Both the perp and the reciever should be criminally charged,
and then the issue should go into civil litigation.
The severity of the issue is found at the conclusion of your tax return whereby you swear that the information is true,
and are liable for incarceration if found to be untrue.
Simply stated , it is a violation of trust and confidentiality
