So if half of the police force was involved, there must have been a fairly lengthy chase. Did 25 officers open fire at the end of the chase? Or was this a hollywood style driving shootout? I hope there weren’t officers driving and firing from their moving vehicles like a bunch of Steven Segal wannabees.

Car chases get a cop’s adrenalin level up and judgement can go out the window. That said, some sergeant or officer should have radioed a stop shooting order as the chase went on and bullets were being fired indiscriminately.
I assume some were fired before the stop due to the high numbers of shots fired during the event. If stopped, any officer should not fire immediately, unless warranted and not so many times due to the risk the shots will go astray.
