Can any group just come in to a Starbucks or any public restaurant and use it for their monthly meetings without the businesses permission?

I wonder how many "some" is. Apparently, there were twelve people..space is at a premium in Starbucks, and I am guessing employees were trying to free up space for paying customers.

The employees went about it in the wrong way.

If I had a business, I would not want a group of twelve people, four of whom bought coffee taking up precious real estate for an hour or more...especially if the group came at a time of the day when a lot of customers who purchased breakfast, or lunch came in.
