Time used to be if you couldn't drive (and park!) a car, you couldn't get a license. God alone knows what we're setting the stage for with this inanity, except to say that we can be sure it'll suck buckets. Probably be one of the first excuses cited as an example in the argument for Gummint controlling everything.
