Rocky’s got a problem.
His hands are/were licensed.
He might be charged with assault with a weapon.
All professional pugilists know this.
Evidence shows Rocky was minding his own business when accosted by a drunk who was part of a gang. Drunk made it a part of his busy day to walk into Champ’s personal space with what appeared to be a weapon (large can). Champ took reasonable means to defend himself.
Put me on the jury.
Who’s gonna press charges?
Check out Snopes...they have a discussion on it there and determined that it cannot be proven (kind of hard to prove a negative). At any rate, nobody could find any laws specifically stating that hands should be registered as lethal weapon. Most likely, it has to do with braggadocio - who wouldn't want to go around telling people they had to register their hands as lethal weapons!
