if I had the following team . . . . . . I have no doubt at all that you could have delivered a functioning website for $12 million or so, tops.
But, on one hand, you didn't make a sizable contribution to the ObaMao campaign for a no bid contract.
And, on the other, what good does a well functioning cash register do for a store selling a tainted and defective product except postpone the inevitable?

You would have charged $15 million and 3 years? I have no idea how these websites are made but I heard prices as low as $50 grand and as short a time as 3 months. I mean what is the whole point of this website? To sign people up to an insurance plan. So why would this take 3 years and millions of dollars?

While you are obviously super tech savvy, you lack the necessary experience of working with government. It's not about how much you can SAVE, it's about how much you can SPEND... ;-)
Cheap and efficient subcontractors like yourself are a dime a dozen. Therefore the need to hire someone like Michele's "Ivy League" classmate as the non-compete prime contractor. She is much better at assembling a team capable of creative cost increase justification and knowledgeable about distributing excessive profits, beyond a common business professional's imagination, "appropriately".
Have they even exceeded a 1B dollar cost yet? Mild by the comparision of other government IT projects - go check it out...

This is government stuff. I'm familiar enough with that venue to know of the very stringent requirements. Plus, with a pretty hefty over-bid on time, I can be ONE HUNDRED PERCENT assured of it's completion. Remember, I also allot about 9 months for shifting requirements and the application of contract force to nail that requirement down.
And the price tag is so I get rich... and still come WAY under what they actually spent, by an order of magnitude! :)

Knowing the legislation might be a bigger problem than you think.I allot an additional 9 months for that. I actually figure, 2.5 years for the technology. Say, 3 months for overall architecture, another 3 for tech spec, meanwhile the Data Exchange guy is nailing down his interface, and so is my DBA (who -- for some odd reason -- is always a 'her'). Using SCRUM / Agile, I give a year for all my people to get to Alpha. One-half year to Beta. One-half year of hardcore testing (various people shift into tester role at this time).
There was 3 years and some change available.
Plenty for 10 good people to knock it down.

I know DBAs at work who say the same thing. I caution them though, we are talking about government and shifting requirements that would render any normal plan moot. Once they got their fingers in it, all normal design plans would be out the window. Failure to comply means youd lose the contract and probably not get paid for work done.See my #31. I accommodate plenty of time for shifting sand.

Errrr.... not so much.... being as that is the segment I serve right now. LOL! R U a national prime contractor, a four star general, cabinet member, former senator, vice-president, campaign bundler, or some other insider? If not then you're just one of those subs lucky if you get to work directly with a local contracting office instead of through one of the above.
