Using those two phrases, the producers go on to construct out of the this world scenarios.

Sounds like the 1980s or 90s series "In Search Of". Each episode began with the narrator saying "This series presents information based in part on theory and conjecture. The producer’s purpose is to suggest some possible explanations, but not necessarily the only ones, to the mysteries we will examine..."
