The flat ground is the peninsula where the State of Hawaii until 1969 exiled patients suffering from the highly contagious disease of leprosy, Hansen’s Disease. 95% of people have a natural immunity to Hansen's Disease and even those who are not immune only contact it through prolonged exposure. It is not highly contagious.
