In my Army experience, Equal Opportunity Officer was an additional duty usually assigned to a company grade officer who was an ineffectual dork not good for anything else & was a minority to boot.
However, his/her authority depended directly upon command emphasis and in the current climate the EO can indeed wield the same busybody power of the old Soviet `zampolit’.
