No structural reinforcing rods or cables, just bare concrete set on dirt.

I wonder what the footing looks like under the structure...from the pic of the hole, it may extend under the footings...the whole building may be a loss.
As for saving the cars in the hole, I don’t see how you do that safely without tearing the roof off of the building and reaching over with a large crane. I wouldn’t get anywhere near the edge of that thing.
