In my day in the USAF they were called NEACP, National Emergency Airborne Command Post, referred to as Knee Cap. Occasionally I would be contacted on the radio for a weather brief when one was in the area.

30 years later I would see them from time to time doing ‘touch and go’ landings at Kansas City Int’l. If I recall there are several and one of them is in the air at all times to preclude being destroyed on the ground in an attack.
