Of course. It's so obvious I'm surprised anyone is surprised.

The smaller bubbles would counteract the flapping butterfly wings effect, thus stabilizing the climate.

However, if the bubbles get too small we're totally screwed.

If that happens, it would be just like with lead/acid batteries and bubbles building up on the plates.

If that happens, the earth would not have enough cranking amps to continue to spin and we'd all die horrible deaths.

Hasn’t Sandra Bullock and/or Samuel L Jackson been in a couple of movies with the theme being having to maintain a certain level of ANYTHING or the earth would suck itself in a giant sink hole or some other fun and games result?
