There should be a law against joggers and bicyclists who run/ride at dark with no lights and no reflective clothing. I cannot tell you how close we've come to hitting some of them around here. They wear all black and dart across the road right in front of you in the rain/fog.
In fact, they ought to sell shoes for adults with the little flashing LEDs that they make for kids.
What pisses me off, are the ones who insist upon walking/jogging in the street, when there's a perfectly good sidewalk right next to them. It's become the 'cool' way to exercise outdoors, don'tcha know.
Some months back, I almost hit a lady who was jogging while pushing a stroller in the street, because of poor visibility.

I’m with you. Ride my bike a lot, including at night.
But then I’ve got an LED light considerably brighter than a car headlight and a really bright flashing taillight. And I wear a safety yellow and reflective vest.
You’ve got to work at it not to see me.
