Tiger has always played 13 quite well. The par-5 15th? He’s had his problems there, including an illegal drop that was viewed not only his playing partner Paul Casey, but the entire world. Paul Casey should have been fined, too, for not holding Tiger’s feet to the fire, imo.
The Rules of Golf do not permit such a fine. If a player attests a scorecard with a score on any hole that is lower than the actual score, the penalty is disqualification. A player attests only his or her own score.
