It’s clever to say those with a conscience must follow it. It does not absolve those without conscience like president Obama.

For all Obama’s faults, he did not pull the trigger. The people in the cockpit chose to pull the trigger.
Plenty can be laid to rest at his feet. But unless you’d be demanding Bush be held accountable for pulling the trigger, lay the blame for each person’s decisions at their own feet.
“Just following orders” hasn’t been a valid excuse for a long time.
