A high school friend of my son’s tried to make it in cycling, get on pro teams, etc., and was having some success. This about 8-10 years ago.

You have nailed it. All at the top for the last ten to 15 years are dopers, and frankly as long as doping was regulated I say let them do it. It isn’t like they are using mind altering drugs or steroids. Not sure how you put a stop to it and of course it separates the blood dopers from the average racer yielding an unfair advantage, where, if all were allowed blood doping, you would know who had the best doctor, or the best plan. I just don’t see how it is possible to depend on personal honesty and character to keep them living by the rules.
