The shooters were not shooting in fear of a drawn weapon, as they were shooting from rifle positions at a distance (no threat if a handgun was produced, by an average shooter, even an expert shooter).

Side with the benefit of the doubt with the police in most situations. Not this one. The video shows a guy trying to walk in deep snow above his knees, and stumbling. He came out with his hands up. His hands went down briefly when he lost his footing or went deeper. They are going to have to prove he went for a gun. And would suspect that this is why there is a criminal investigation of the FBI officers involved, not to mention Oregon state troopers and/or snipers. Will wait for the inquest to complete. The video is pretty damning, which is why it came out so quickly. Quite a piece of work for the occupant to have recorded the events and getting it uploaded, since they must have seized her phone.
Going to watch the video again, and count the shots into the occupied SUV as well as the ones fired at Mr. Finicum.
