Yes, I’ve seen that happen.

Try the program linked below, Spybot Anti-Beacon. You will probably have to shut off your antivirus to run it, at least the first time. Anti-Beacon can be set to re-immunize your computer every time you boot, to counteract Microsoft “accidentally” overriding your security settings.

The program can cause problems, as you will see in posts on the Spybot forums, but I think it is worthwhile.

Another useful addition to Win 10 is Classic Shell, at http://www.classicshell.net/. It permits the new Win 10 user to be immediately productive, by providing a familiar interface.

Both programs require tweaking, and both can cause problems. Watch out for high CPU usage from Anti-Beacon.
