Does double jeopardy apply in merely filing charges or in the verdict of a trial?

I’m no lawyer, but the legal definition from the legal dictionary is, “A second prosecution for the same offense after acquittal or conviction or multiple punishments for same offense.”

I’m not sure if she can be pardoned for a crime she was never charged with.

It only applies to prosecution.
