I respectfully disagree. The history of the Michigan law and debate shows the intent of the law was to protect the environment by reducing waste and litter, protecting the environment, and encouraging companies that manufacture recycled products to locate in Michigan.

If Michign was sincere about the intent then they should encourage people from anywhere to return recycled bottles to Michigan. While the first part of the intent, reducing litter, does not apply to bottles from outside the state the remaining goals are met.

Does the state not force companies to spend billions to reduce pollutants that otherwise would go by air to other states?

Okay, I don’t want to belabor the discussion, rather, focus on Clinton and Trump, killing Islam, etc. But if my state decided that reducing litter and increasing recycle was worthwhile endeavor—and I lived in many states with bottle deposits (growing up in Idaho, my brother and I collected many for candy money), then why should my state suffer someone corrupting our effort by importing their recycling from another state? These are not money making efforts. The state collects fee for bottles sold in the state, the refund fee for bottles returned, they pay taxes to support the effort. The result is less litter and more recycling. Now, you bring in bottles by the truck load, claiming refunds. Well you never paid deposits, you never paid into this system. Why should you take money from that pool of funds, maybe even from the state taxpayers. Whether you agree with bottle deposits or not, doing so is fraud and theft. It is simply not right.
