So the whistle blower prints copies out from the computer file before she leaves her job. She then places them in a folder to protect them, to keep them "pristine, without any smudges, tears, folds, punch holes, or staple marks". Or they could have made it up today and printed it out. I don't see how the condition of the paper or ink proves anything one way or the other.
